What Is a Glint and Glare Assessment?

A glint and glare assessment is a reflected sunlight impact assessment that identifies whether solar panels will cause problematic reflections affecting nearby receptors. A glint and glare assessment is typically required for ground-mounted solar farms, commercial rooftop PV near roads or airports, sites near dwellings, sites near rail or transport corridors, and whenever a planning authority requests one. Requirements vary by local authority and site context.

What are the Solar Safeguarding Zones and do they apply to my site?

The Planning and Development (Solar Safeguarding Zone) Regulations 2022 (S.I. No. 492 of 2022) define 43 zones around airports, aerodromes, military barracks and hospital helipads where solar reflections could affect aviation safety. They took effect on 5 October 2022. Inside a zone, rooftop solar on buildings other than houses is limited to 300 square metres per rooftop to remain exempted development — above that a planning application is required, and the aviation reflection question will need answering. Houses are not subject to the area cap. Send us your site location and we will confirm whether it falls inside a zone.

How much does a glint and glare assessment cost in Ireland?

The fee depends on the scale of the array and the number of receptors that need to be modelled — a domestic rooftop near a road is a much smaller study than a multi-field solar farm near an airport. We quote a fixed fee for every project before any work begins, usually within one business day of receiving your site layout, so there are no surprise costs.

How long does a glint and glare assessment take?

Once we have the site layout, panel specifications and permission to proceed, most standard assessments are completed within a few working days. Larger solar farms with many receptors or aviation modelling can take longer — we confirm the delivery date alongside the fixed-fee quotation.

What is included in the assessment report?

The report includes a description of the methodology, a receptor map identifying dwellings, roads, rail and aviation receptors around the site, ForgeSolar modelling results for each receptor with green and yellow glare classifications, glare occurrence charts showing when in the year and day any glare occurs, mitigation recommendations where needed, and a conclusion written for planning officers. It is delivered as a PDF ready to submit with your planning application.

Will Irish planning authorities accept the assessment?
